The DDS Companies' Engineering division is a full service civil engineering firm that specializes in land planning, civil site design, surveying, and entitlement services in support of land development projects.

We also provide engineering services for the design of natural gas distribution and transmission mains, and fiber optic network connection lines. We strive to provide a balanced combination of technical expertise, practical knowledge, and cost effectiveness to our clients. Along with our Construction, Environmental and Utilities divisions, we are uniquely positioned to provide relevant, construction-related insight during the design process.

Land Planning

Land Planning & Consultation

The DDS Companies provides land planning consultation for property owners who wish to explore the development potential of their property, or developers who have a particular project and wish to verify that a parcel will meet their needs. In a typical analysis we will consider zoning restrictions and physical constraints that may encumber the property, and options for overcoming those constraints. We will also include an inventory of available utilities and other factors that affect the development potential of the property. We will obtain available information for the subject parcel, including the following:

  • Parcel Tax mapping
  • Available utility, roadway, municipal record mapping
  • NYSGIS Aerial Photography
  • NYSDEC Wetlands mapping & NWI Federal Wetlands Mapping
  • FEMA Flood zone mapping
  • USDA Soil Survey
  • NYSDEC Hazardous Waste Disposal Sites
  • SHPO & NHR Archeologically Sensitive Areas

With base mapping established, we can begin an analysis of the zoning code to determine what municipal approvals will be required to develop the project. We will ascertain whether the current zoning district allows the use as proposed, or if variances or a re-zoning may be necessary. We will also provide any other options that may exist, such as Cluster Zoning, PUD or other planned community developments, and incentive zoning.

Once the analysis is complete, we can develop concept plans for consultation with the developer/owner so that they may determine the feasibility of the project. With our Constructors and Utilities divisions, we can also provide conceptual construction estimates to determine the economic viability of the proposed development.


Residential Site Design

The Engineering division has designed numerous residential developments, ranging from single and two-lot subdivisions to larger, multi-phase developments, both in areas where individual wastewater treatment systems were required as well as in areas where sewer was available. We have extensive knowledge of the municipal approval process, as well as county, state, and federal permitting and approval procedures. Negotiating these approvals is a key component to completing your project in a timely fashion.

In most municipalities in New York State, a subdivision map will need to be prepared and filed at the county clerk’s office. We can provide the required boundary and topographic surveys in conjunction with preparing the subdivision design plans. In areas where sanitary sewers do not exist, we can design individual sanitary disposal systems. In areas where sanitary sewers are available, we can design utility extensions for existing sanitary sewers, as well as public water systems.

In major developments where the design of public roadways will be required, we will prepare plan and profile sheets for municipal approval. A Stormwater Pollution Prevention Plan will typically be required for submittal to both the municipal engineer as well as the NYSDEC. Our design team has extensive experience in developing SWPPP’s that utilize a common sense approach to addressing the NYSDEC requirements, with standard structures and easily maintainable controls.

During construction, it will be necessary to retain the services of a qualified professional to perform weekly inspections of the construction practices to ensure compliance with the NYSDEC Phase II Stormwater Regulations. DDS can provide these services as well as other traditional construction inspection or monitoring services.


Commercial Site Design

We have designed wide range commercial developments, from small strip malls and single office buildings to large, multi-tenant commercial plazas. The approval process for these larger, more intense uses is generally more involved and time-intensive. We have succeeded in obtaining several complex approvals from Town Boards, Planning Boards as well as Zoning Boards. We can work in concert with your attorney where necessary to provide technical backup and support at zoning hearings.

In larger developments where the design of public improvements will be required, we will prepare submittals to governing agencies for approval, including the Health Department, Water Authority, Dept of Transportation, NYSDEC and the Army Corps of Engineers as well as the municipal engineer, as applicable. These reviews are in addition to the municipal approvals, and are typically done concurrently.
